Status and challenges of policies to reduce heavy drinking among women based on monitoring of Health Plan 2020

Abstract
Objectives: This study aimed to analyze policy having been implemented to reduce heavy drinking among women (HDW) and to propose alternatives for heavy drinking objectives set in Health Plan 2020.

Methods: Description of status and trend of HDW were made by employing secondary analyses of data derived from KNHANES. Policies having been implemented to deal with HDW were identified by reviewing government documents published by the Ministry of Health and Welfare and the Ministry of Gender Equality for 7 years from 2008 to 2014. For the policies classification under analysis was made in terms of target population and policy areas recommended by WHO. And implementation level of policies identified was evaluated by professionals with expertise of alcohol policy through email survey.

Results: HDW has been rising and a very few policy effort has been made to prevent it. Most of policy efforts implemented focused on provision of information and clinical and social services for those with problems. Implementation level judged by the experts was low, 2.23 out of 5 point.

Conclusions: A strategic long-term plan should be prepared so that increasing trend of HDW could be stopped. The plan must be in principle of health in all policies.
